refactor(delivery): Step "Services" → "Checkliste" (nur Anzeige)

Der Step heißt in der Lieferung jetzt "Checkliste":
- WorkflowStep displayName + shortName → "Checkliste"
- step_services Empty-State: "Keine Checkliste konfiguriert" /
  "Ein Administrator kann eine Checkliste anlegen."
- TourBloc-Operationsmeldungen: "Checkliste-Eintrag gespeichert/entfernt …"

Interne Bezeichner (DeliveryService, serviceId, Enum-Wert `services`)
bleiben unverändert — reine Anzeige-Umbenennung.
